In Potsdam, the case of a severely disabled toddler (4 years old) is currently the subject of discussion in the Brandenburg state parliament. Only recently we reported on this case, whereby the circumstance is questionable why, despite an existing contract between the Hertha Schulz House / Oberlin House (Oberlin Lebenswelten Association), which is available to the editorial team, as well as despite an existing legal entitlement to a day care place, for child day care and day support, amounting to 10 hours a day (Monday to Friday), issued by the Kita-Tipp of the Potsdam City Hall, the Hertha Schulz House has not been providing day care / day support for the severely disabled child since 6 November 2020 (now for a full 24 weeks). The editorial team currently has a letter from the Prime Minister of the State Brandenburg in Germany, Dietmar Woidke (59, SPD), dated 22 October 2019, which was exactly 79 weeks ago.

In this letter, it literally says from the citizens‘ office of Prime Minister Dietmar Woidke, as one can read: „The matter you have raised falls under the responsibility of the Ministry of Labour, Social Affairs, Health, Women and Family at the level of the Land government. „The letter goes on to say: „It will certainly take some time to process, so please be patient until you receive further news from there.“
The Ministry of Labour, Social Affairs, Health, Women and Family Affairs has been headed since 20. November 2019 by Ursula Nonnemacher (63, Bündnis 90/Die Grünen) as a ministry and it is a scandal in every respect, especially morally, that Prime Minister of Brandenburg Dietmar Woidke has not taken care of the case of one of his state children, a severely disabled toddler with multiple disabilities, because for more than 18 months, nothing has been done after the letter, because the letter was also and especially about the disabled transport of the severely disabled toddler.

Despite several letters from the child’s parents to Minister Ursula Nonnemacher and her ministry, which are available to the editors, Nonnemacher has not yet taken care of the case, which raises the question whether members of the SPD, such as Dietmar Woidke, and the Greens, such as Ursula Nonnemacher, do not value disabled people, or is it „only“ a blatant failure on the part of the authorities on the part of a minister-president and his minister in the state of Brandenburg?
Despite several written requests from the parents of the severely disabled child to the mayor of the state capital Potsdam, Mike Schubert (48, SPD), to his deputy for order, security, social affairs and health of the state capital Potsdam, Brigitte Meier (56, SPD), as well as to the Hertha-Schulz-Haus / Oberlinhaus (Oberlin Lebenswelten association), no proof of an alleged official closure has been submitted for many weeks until today, 26 April 2021.
It should be recalled in this context that the kindergartens of the districts and independent cities in the federal state of Brandenburg have been open again since March 2021, due to § 26 of the Sixth Containment Ordinance: ( https://mbjs.brandenburg.de/kinder-und-jugend/weitere-themen/corona-aktuell.html).
Potsdam’s mayor Mike Schubert, who receives 10,343.84 euros per month from the German taxpayer in grade B7, and his deputy for order, security, social affairs and health of the state capital Potsdam, Brigitte Meier, as well as the theological director and managing director of the Oberlinhaus, Dr. Matthias Fichtmüller (57), who has been in office since 2008, were not involved in the reopening until today (26. 04. 2021), despite several written enquiries received by the editorial office, have not been able to secure for the severely disabled toddler the day care to which he is entitled, which was contractually agreed upon between the parents, the city of Potsdam and the Hertha-Schulz-Haus / Oberlinhaus – Verein Oberlin Lebenswelten.
The Mayor of Potsdam, Mike Schubert, and his Deputy Mayor for Order, Security, Social Affairs and Health, Brigitte Meier, have also not been in a position since November 2019 to guarantee the child with multiple disabilities the disabled transport to which he is entitled, despite a medical report from Charite Berlin which has been available to Potsdam City Hall since November 2019 and which urgently requires a disabled transport seat for the child with multiple disabilities.
Despite a cost estimate provided in writing to Mike Schubert and Brigitte Meier on 19 November 2019 by the company Maltry Rehatechnik GmbH & Co. KG, this disabled transport seat has not been ordered by the Potsdam City Hall or the Ministry of Labour, Social Affairs, Health, Women and Family until today, 26 April 2021, i.e. for a full 75 weeks.
Against this background, the severely disabled child cannot use a disabled transport seat, a clear and blatant violation of the responsible persons, against section 83 (SGB XI, § 83, „Leistungen zur Mobilität“, 9. Social Security Code) and section 54 SGB (Social Law Security Code) XII, § 78 Abs. 1 Satz 2 und § 113 Abs. 2 Nr. 7 SGB IX), here in particular as it concerns a toddler who has been granted care level 5.
Those responsible in the city hall of the state capital Potsdam and in the Ministry of Labour, Social Affairs, Health, Women and Family of the state of Brandenburg apparently relied on the child’s parents in this context, who had no choice but to transport the child themselves in rain, sun or snow – a scandal that is probably unparalleled not only in Potsdam, but in the entire Federal Republic of Germany in the 21st century.
On 22 April 2021, the German Bundestag passed a new law to improve the participation of people with disabilities. Such a law does not make sense if party members of the SPD, such as Dietmar Woidke, Mike Schubert and Brigitte Meier, or Ursula Nonnemacher as a member of the Green Party, in responsible positions where they decide on the lives of people, behave in such a questionable manner in the implementation of legal regulations, in this case also to the detriment of a severely disabled small child.
As early as May 2019, Birgit Bessin, a member of the Brandenburg state parliament, made a warning appeal to Mayor Mike Schubert and the Ministry of Labour, Social Affairs, Health, Women and Family Affairs in front of the assembled state parliament with regard to the small child with multiple disabilities.

It should be mentioned that the press is obliged to report on this case in accordance with the Press Act of the State of Brandenburg (BbgPG) of 13 May 1993, paragraph 3 of which states:
„The press fulfils a public task in particular by procuring and disseminating news, commenting, criticising or otherwise participating in the free formation of individual and public opinion. In this respect, it fundamentally protects legitimate interests within the meaning of section 193 of the Criminal Code.“
On 26 September 2021, the 20th German Bundestag is to be elected, in the face of this scandalous case, one has to express doubts whether SPD and Greens have really understood that even after the election it is about people who do not care at all about the full-bodied promises of politicians before the election, if these are not kept after the election by party members of SPD and Greens.
In the meantime, citizens in Potsdam are calling for the resignation of Mike Schubert, Brigitte Meier and Ursula Nonnemacher, with citizens on the streets of the state capital Potsdam telling journalists in a survey on this matter:
„If Mike Schubert, Brigitte Meier and Ursula Nonnemacher don’t even help a severely disabled child, these SPD and Green politicians have completely failed morally, no one should vote for these people anymore, which is why Mike Schubert, Ursula Nonnemacher and Brigitte Meier should also stop clinging to their posts and finally resign.“
